I'm not sure in this case the locales on which side will be taken into
consideration. It might be worth trying to set LANG=C both before
making the ssh connection and in the remote shell before starting VMD.
FWIW, I am able to connect from home to an NX server (running some
older SuSE) at office and from there via 'ssh -X' to my workstation
where I run VMD 1.9.1 (on recent Fedora).
