When I try to open a parm7 file using a tcl script (mol new x.prmtop) I get
the following error:

Unable to load file 'x.prmtop' using file type 'parm7'.

Nevertheless, I can open the file via the VMD user interface by just adding
a new molecule and loading the file. It automatically gets detected as a
parm7 even.
